BSNL and MTNL were in severe losses from the past few years. And Government of India came forward to raise the business for these public sector units. A fare amount of 39000 crores of rupees to be invested in the telecom giants.

From many years, people have been muttering about the privatisation of BSNL and MTNL together. But the Government has made their choice today that they don't vanish their hopes in the company, and they believed that these PSUs will get profits soon. There was a gossip roaming within the organisation that many people will be retired soon and the burden of paying salaries for more people is going to reduced.
And on the other side, BSNL is the cheapest and more featured service provider compared to all the service providers in India. But what it is lacking is proper advertising channels. Since it is in financial crisis, I/we can't expect it to invest in this advertising, and so is JTO notifications.
